El Gouna Shopping and Duty Free: What to Know Before You Go

The 48-hour passport rule, where the shop is, Downtown and the marinas, and when Hurghada is the better choice

El Gouna on the Red Sea

El Gouna is not a bazaar town, and that is the first thing to know before you plan a shopping afternoon there. The lagoon resort about 20 kilometres north of Hurghada was built from scratch from 1990 onwards by Orascom Development, and its shops follow the same plan as everything else: tidy, walkable, spread over a few compact hubs. What draws many of our guests is narrower — the duty-free shop, where newly arrived visitors can buy imported spirits, cigarettes and perfume with their passport.

We drive guests from Hurghada into El Gouna every week, so this guide is what we tell people in the minibus: how the arrival duty-free rule works, where the shop is, what the rest of El Gouna's shopping is like, and when it makes more sense to stay on the Hurghada side.

Can you shop in El Gouna? The short answer

Yes, but set your expectations. El Gouna has boutiques, souvenir stalls, supermarkets, pharmacies and a duty-free shop, all within a short tuk-tuk ride of each other. It does not have a big enclosed shopping mall — online listings sometimes call Downtown a "mall", but it is an open-air district of lanes and squares — and it does not have the noisy market streets of Hurghada's old town.

If you want to haggle for an hour over a water pipe, Hurghada is your place. If you want to walk around calmly, buy a few things and sit by the water afterwards, El Gouna suits you better.

How Egypt's arrival duty-free works

Egypt lets arriving travellers shop duty-free not only at the airport but also at a small number of licensed shops in town, for a limited window after landing. The best-known operator is Egypt Free Shops Company (it also uses the name Egypt Duty Free Shops), an Egyptian joint-stock company founded in 1975. It states that tourists and returning Egyptians can shop within 48 hours of their arrival date, up to a value limit set by customs.

In practice that means:

  • The clock starts at your entry stamp, not at hotel check-in. Land on a Saturday morning and your window closes on Monday morning.
  • Bring your original passport. The till checks the entry stamp and records the purchase against your passport. A photo on your phone is not enough.
  • The allowance is per person, and the passport holder has to be there. A family cannot pool several allowances onto one passport.
  • Alcohol has its own limit. Under the rules Egyptian customs published in 2023, arriving travellers may buy up to two litres of alcohol per person (raised from one litre), and a small customs duty has been charged on each duty-free bottle since then.

Rules of this kind change by decree, sometimes with little notice. Our honest advice: bring your passport and ask at the till — the allowance is set by customs, and the staff see the current figures on their screen. Do not plan a party around a number you read online, including the one above.

Where is the duty-free shop in El Gouna?

El Gouna has two duty-free outlets. One is at the small El Gouna airport, which is used mostly by private and charter flights. The one most guests mean is in town: Egypt Free Shops opened a new El Gouna branch in September 2024, and current listings place the in-town shop at Fanadir Marina, in the marina area between Downtown and the beach hotels.

Shops in El Gouna do move from time to time, so ask your hotel reception or your guide for the current spot before you set off. Every tuk-tuk driver in town knows it.
